feat(web): dress the reload and network actions as buttons

These two sit side by side, so showing one as a button and the other as
underlined text made them read as unrelated. Give the link the same
appearance as the button next to it, so the pair reads as a single set
of actions.

This is only about how they look together. The link remains an anchor
pointing at its destination, and actions appearing on their own keep
looking like the links they are.
