docs: specify AV1 carriage in SPEC.md and the presentation-order frame rule (#63)

SPEC.md described SEI carriage only, so the spec the rest of the repo defers to
did not mention a shipped codec.

- 4.2 gains the AV1 API and the sample-level SEI functions that shipped in
  [Unreleased], plus a note on why carriage.Codec stays two-valued.
- 5.2 becomes 'Carriage envelopes', leading with the T.35/GA94 payload the two
  share and then splitting into the SEI and OBU envelopes. The AV1 part carries
  the placement rule and why it anchors on the frame OBU, the no-no-anchor-
  fallback rule, one-payload-per-sample, and the OperatingPointIdc == 0
  precondition.
- 6 gains the two encode flows, the decode dispatch, and the presentation-order
  frame-assignment rule with the reason a round-trip cannot detect breaking it.
- 1.1, 1.3 and 3 updated to match; scalable AV1 and non-MP4 AV1 containers are
  named as out of scope.

BuildUnitCues now states that frame i belongs to the sample with the i-th
smallest presentation time, in both the doc comment and the README section.
Nothing said this before; livesim2 worked it out by hitting the problem.

Corrected in passing, on lines this touched: mp4ff's sei.ParseCEA608 /
IsCEA608 were renamed to ParseCTA608 / IsCTA608 in v0.55.0, and carriage's
listed dependency dropped cta608 (it imports only mp4ff, verified with
go list -deps).

No code change.
