feat: add wifi_reconn_on_creds_arrived notifier (B1-809 PR1) (#1104)

Adds a public, non-blocking notifier that posts EV_CREDS_ARRIVED to the
WiFi reconnect manager's queue, mirroring the existing
wifi_reconn_on_disconnect/wifi_reconn_on_got_ip idiom (xQueueSend with a
0 timeout, drop-on-full, null/not-started safe). The FSM table row that
consumes this event ({WR_NO_CREDS, EV_CREDS_ARRIVED, NULL,
act_reset_state, WR_CONNECTING}) already exists and is host-tested; this
lands the missing poster only. Uncalled/inert by design -- the
provisioning lifecycle orchestrator that calls it lands in PR3.
