Add skeleton import for unlicensed observations (#4828)

Superimporters importing others' observations can now create a minimal
counterpart Observation for an unlicensed iNat obs instead of skipping
it entirely: iNat ID (via ExternalLink), date, location, collector, and
a single proposed name only -- no photo, other suggested IDs, sequence,
or Notes dump. Gated by a new "create skeletons" checkbox (defaults on)
next to "import others' observations".

Extracts Inat::LeadNameResolver out of Inat::MoObservationBuilder so
the new Inat::SkeletonObservationBuilder can reuse the same
override/provisional/community name resolution. Skeleton namings fire
their notification immediately rather than being suppressed/digested
like a full import's, so Inat::ImportDigest now excludes them via a
new InatImport#skeleton_observation_ids column to avoid double-sends.

Also updates the confirm-page estimate/copy, the fetch-side `licensed`
filter, and the status-page tracker to reflect that unlicensed
import-others obs are now imported (as skeletons) rather than always
skipped.
