chore(blas): remove orphaned test-matrix data DB (extracted to MTL5) (#1229)

The data/matrices/*.dat DB (35 files) + config/TestMatrixDataDirConfig.hpp.in +
the TEST_MATRIX_DATA_DIR CMake machinery were consumed only by the BLAS layer,
which was extracted to MTL5 and removed from Universal (#1204, #1209/#1215). The
generated TEST_MATRIX_DATA_DIRECTORY macro is now referenced by nothing, and the
matrices live in MTL5's mtl::testsuite catalog (mtl5#293/#296, universal#1210).

Removes the orphaned data + config template + the dead CMake configure_file
block. Universal configures cleanly (BUILD_ALL) with no dangling references.

Completes the data/matrices removal deferred from Phase 4.

Resolves #1210
