doc(web): write down the page and section conventions

Several decisions taken while reworking the shell are worth stating once
instead of rediscovering them per page: when a section is a landmark, which
heading level belongs where, how to keep a title quiet without faking its
level, and how far to bend a shared component before a page builds its own.

Follows the form conventions document, and grows the same way.
