ci: pin cel-go to 0.28.1, caddy 2.11.4 cannot build against 0.29.0

cel-go 0.29.0 renamed interpreter.Interpretable to InterpretableV2, which
caddy's celmatcher.go still uses, so the module stopped compiling. The
exclude keeps the version from coming back before caddy adopts it.
