feat: thread caller-sized capacity through bb_config_staged (B1-1235 PR2) (#1097)

bb_config_staged_begin() now forwards slots/cap straight into
bb_storage_txn_begin() instead of wiring the wrapped txn onto a
private BB_STORAGE_TXN_MAX_KEYS-sized default array -- PR1's stopgap
that kept the old fixed-capacity bottleneck. Adds
BB_CONFIG_STAGED_DECLARE(_DEFAULT), mirroring BB_STORAGE_TXN_DECLARE.
All existing callers (bb_settings_wifi_rtc_mirror_write,
bb_settings_wifi_set, bb_settings_wifi_pending_set,
bb_settings_wifi_pending_promote) keep their current capacity.
