ci: add Dependabot config for docs-site npm + github-actions (#1218)

Brings Dependabot under version control (previously security-updates-only via
repo Settings, no committed config). Dependabot only opens PRs; it cannot merge
-- main requires 1 review + required checks (check-ascii, build, lint-pr-title).

- npm /docs-site: weekly, minor/patch grouped into one PR, majors separate,
  open-PR limit 5, review routed to the maintainer.
- github-actions /: monthly, grouped, limit 5.
- commit prefix "build(deps):" to satisfy the conventional-commit PR-title lint.

Relates to the branch-protection hardening that followed the unreviewed #1217
Dependabot merge.
