Activate plugin only on install & update commands

This solution doesn't look clean, but it seems to be the only way to
handle command lookup without relying on superglobal references.

A good example that a lack of instance references doesn't automatically
mean a method should be static.

Tests will need to account for temporal coupling now since these methods
are called in a specific order.
