Fix CI: a leftover broken doc link and a tracing callsite race

De-link the remaining use_pty prose reference in Reply::dialog's rustdoc
(the previous cycle only fixed the compiled example, missing this one),
which broke rustdoc --no-default-features. Override
PhaseCaptureSubscriber::register_callsite to return Interest::sometimes()
in the graceful-teardown test harness: without it, tracing permanently
caches a callsite's interest the first time it's touched anywhere in the
process, so a callsite exercised before this subscriber becomes the
global default can be locked out for the rest of the run, silently
dropping every captured phase for tests relying on it.
