refactor: compose DiagBoot/HealthStack/LogEvent/OtaProgress SSE topic OpenAPI schemas at init from meta (gated) (B1-1059 SSE PR-3) (#1054)

- relocate each hand-authored SSE topic schema literal + register call
  from its platform-only route file into the portable component/_wire.c
  SSOT (bb_diag_boot_wire.c, bb_health_stack_wire.c,
  bb_log_event_line_wire.c, bb_ota_hooks_wire.c), leaving only the final
  bb_openapi_register_topic_schema() call in the platform site
- compose-at-init from bb_serialize_desc_t/_meta via
  bb_serialize_meta_ensure_topic_schema() when
  CONFIG_BB_OPENAPI_RUNTIME_META is on; config-OFF ships the untouched
  relocated literal, byte-identical
- add host wiring tests (test/test_host_openapi_meta_on) proving the
  compose-and-patch step, and config-OFF byte-identity tests
  (test/test_host) proving the served schema still matches the
  pre-migration literal
