Regenerate swagger docs to drop duplicate enums (#5970)

The committed OpenAPI docs listed every value of model.ArgumentType and
model.Format twice (e.g. "positional"/"named" and the matching
x-enum-varnames appeared in each enum block twice over). swag v2.0.0
emits these blocks non-deterministically, and a doubled variant got
committed; the Verify Swagger Documentation CI check then fails on any
branch where a fresh regeneration produces the correct de-duplicated
form. Regenerate to the canonical single-value enums.

Generated with swag init -g pkg/api/server.go --v3.1 -o docs/server
--parseDependencyLevel 1 (the task docs target).
