refactor(web): rework hostname helper text announcement

Wrapping the visible helper text in a live region mixes two concerns:
text that stays available for on-demand reading and a one-time
announcement when the mode changes. Keep the helper text as plain
content and send the mode change through the global announcer, reusing
the same sentences.
