feat: bb_diag_storage_nvs composes OpenAPI schema at init from meta (gated) (#1037)

- gate directly on CONFIG_BB_OPENAPI_RUNTIME_META (never BB_SERIALIZE_META_SHIP, which BB_SERIALIZE_META_HOST also flips) so the plain native env stays a zero-diff no-op
- add a portable compose-and-patch step in bb_diag_storage_nvs_register(): assembles the describe route's 200-response schema via bb_serialize_meta_openapi_schema() into a compile-time-sized buffer, fails loud, patches idempotently
- add BB_DIAG_STORAGE_NVS_TESTING test accessors (bb_diag_storage_nvs_test.h) mirroring bb_health_test.h's pattern
- add native_openapi_runtime_meta PlatformIO env + test_host_openapi_meta_on wiring test proving null-start, byte-identical-to-literal compose, and idempotency
- add a native-env test proving config-OFF is pointer-identical to the unchanged const literal path
