refactor: drive /api/diag/panic via bb_serialize descriptor (#1033)

Migrate GET /api/diag/panic (B1-1188, B1-1054 diag-conversion stream) off
its hand cJSON emitter onto a bb_serialize descriptor (single unconditional
shape, all 10 fields gated by runtime present-predicates only -- locked
design, no Kconfig fork) plus a host-gated meta table proven byte-identical
to the hand-authored OpenAPI schema literal via a meta-golden test.
