* Log responder-certification changes, recording the new stage

Add an audit entry when a member's responder-certification changes,
naming the stage it moved to (e.g. "Changed to Certified") rather than
the opaque "Value changed" used for the personal-data fields. The
certification is a service status, not PII — it identifies nobody — and
which stage a responder was cleared to is the point of the entry.

PersonalDataFields gains a RESPONDER_CERTIFICATION constant and label so
the audit log can name and filter the field. It is deliberately kept out
of ALL_FIELDS, CONFIG_KEY_MAP and CONFIG_ACF_KEY_MAP, so the field is
never obscured and never generates view entries.

No plumbing was needed elsewhere: Unity's change tracker already treats a
certification change as a change, so unity/member_changing already fires,
and the admin filter builds its field list from PersonalDataFields.

Both member-mock builders in the audit tests now stub
getResponderCertification, since the tracker calls it on every change.
