feat: establish #if-gated co-located bb_serialize meta table pattern (B1-1059 PR-2a) (#1017)

Prove out the FORK2-locked mechanism (KB 1480) end-to-end on one exemplar
before bulk-authoring the rest: GET /api/wifi's bb_wifi_http_info_wire_desc
gets a co-located bb_serialize_desc_meta_t table (same .c file, gated
behind BB_SERIALIZE_META_HOST) plus a golden host test proving
fragment-fidelity against the hand-authored k_wifi_info_schema literal it
will eventually replace (PR-3 cutover, not this PR).
