refactor: relocate bb_serialize meta engine to host_tools/ (B1-1059 PR-1) (#1015)

- move test/test_host/bb_serialize_meta.h + bb_serialize_meta_{openapi,validate}.c to host_tools/bb_serialize_meta/, a new host-only lib dir outside bbtool's discovery.py component/board scan
- add host_tools/bb_serialize_meta/CMakeLists.txt, a plain CMake STATIC library (never idf_component_register) mirroring host_tools/emit_openapi's BB_ROOT-anchored include strategy
- wire the moved engine into the native host-test env via lib_extra_dirs (the same PlatformIO LDF idiom already used for lib_deps' cJSON), so test/test_host/test_bb_serialize_meta_{openapi,validate}.c + test_serialize_fixture_meta.c still compile/link against it
- update bb_serialize_meta.h's host-only-by-construction banner + coverage_gate.py's FILTERS to the new path
- pure path move, zero logic change; first of a 3-PR openapi-precompute stream (design KB 1480)
