build: host-compile bb_system_routes.c, gate restart call (B1-1148) (#1001)

Admits platform/espidf/bb_system/bb_system_routes.c to the native host
test build (scaffold hint, mirroring bb_storage_http's own hint) and
adds a BB_SYSTEM_TESTING handler export + host tests for POST /api/reboot.

Build-wiring + restart gating ONLY -- no change to reboot_handler's
behavior or to bb_system_reboot_parse_body()'s parse logic (parse
migration is PR2). The one device-only call, bb_system_restart_reason_at
(whose host stub calls exit(0)), is now gated behind #ifdef ESP_PLATFORM
so host tests can reach the handler without killing the test process.
