Raise clear error when flex-model sensor is missing (#2343)

* Raise clear error when flex-model sensor is missing

collect_flex_config looked up flex-model sensor IDs and immediately
dereferenced sensor.asset_id, producing AttributeError on missing
sensors. Raise ValueError with the same message style as SensorIdField
validation used for flex-context.

Extract _get_sensor_or_raise so missing-sensor checks do not push
Scheduler.collect_flex_config over the complexity limit.
