Fix flexmeasures add user --roles comma-separated list parsing (#2339)

* Fix flexmeasures add user --roles comma-separated list parsing

Passing --roles consultant,account-admin previously created a single role
named "consultant,account-admin". Use multiple=True with the existing
split_commas callback so comma-separated lists and repeated --roles work.

Fixes #1237
