fix(docsite): render Handlebars, icons, and JS in Web Preview tab

- Compile preview.html server-side with Handlebars (partials + setVar/eq/
  contains helpers, matching apps/demo's vite-plugin-handlebars setup)
  instead of injecting the raw, uncompiled source string.
- Serve /assets/icons/svg/sprite.svg from packages/web's build output via
  a Next.js route handler, so <use href> icon references resolve instead
  of 404ing.
- Re-run interactive component binding (initSpiritComponents) and inline
  <script> tags after the compiled HTML mounts, since content inserted via
  dangerouslySetInnerHTML never executes scripts or catches the page's own
  DOMContentLoaded.
- Drop the now-unused html-loader webpack/turbopack rules and dependency.
- Fixes the Docsite rendering issues reviewer crishpeen flagged on
  alma-oss/spirit-design-system#2621 (Card, Dropdown, File, FileUpload) —
  confirmed the same root cause affects every component's Web (Preview)
  tab, not just those four (e.g. Avatar), so this fixes it sitewide.
