refactor(modtools): group sysadmin tabs into Mail and Behaviour

Collapse the SysAdmin tab bar from eight top-level tabs to five. Outgoing and
incoming email become sub-tabs of a new Mail tab; scrolling, recommendations
and reengagement effectiveness become sub-tabs of a new Behaviour tab.
Housekeeping, Cron Jobs and Rippling stay top-level.

Lazy loading is preserved (each panel mounts only when its sub-tab is first
opened), as are the work-count badges (a combined badge on Mail, the individual
Outgoing/Incoming badges on the sub-tabs) and the ?tab= deep-links, including
the old per-panel params so existing links still land on the right panel.
