feat(builtin): add identity constructors for Double and Float

Add Double::Double and Float::Float identity constructors so
constructor syntax Double(3.2) and Float(3.2) type-checks out of the
box. Float::Float is placed in builtin (not the float package) because
constructor value resolution follows package imports, unlike method
calls which follow the type.
