refactor: delete bb_cache_reactive and collapse the register API (#981)

- delete bb_cache_reactive component, its host/espidf backends, and tests (zero observe() registrations in-tree; PR1-adjacent B1-1118)
- collapse bb_cache_register/_ex into a single bb_cache_register(cfg) with a nullable cfg->out_first_time out-param
- bb_mdns_cache now installs bb_cache_set_evict_notify_fn() directly, owning its own peer-left handler for both LAZY and SWEEP eviction, and uses cfg->out_first_time to close the bb_cache_exists()+register() TOCTOU
- document the evict/write-notify hooks as a single-composer contract (not an N-observer registry) in bb_cache_internal.h, without naming a permanent owner
- drop CONFIG_BB_CACHE_REACTIVE_ENABLE from smoke sdkconfig defaults, bbtool.toml, and platformio.ini; prune the deleted component from the new_component fence baseline
- add host tests for cfg->out_first_time (first registration, idempotent re-register, nullable out-param)
