feat(benchmarks): add persistent-session benchmark suite

Add reproducible benchmarks for the complete MQTT 3.1.1 and MQTT 5
file-backed session path, covering envelope encode/decode, canonical
codec round-trips, durable store operations (save, load, clear,
inspect, quarantine), concurrent coordination, checkpoint growth,
and end-to-end MQTT QoS 1/QoS 2 throughput with persistence
enabled and disabled.

- Add persistence benchmark binary module with envelope, codec,
  file-store, coordination, growth, and MQTT workload runners
- Add 12 scenario TOML files for reproducible CI and local runs
- Extend runner.py to recognise the persistence benchmark group
- Add baseline results (JSON) and human-readable results report
- Document methodology, fixtures, and commands in PERSISTENCE.md
- Add store-crate dependencies and bench-instrumentation feature
- Run clippy on benchmarks crate in CI
