feat(rumqttc): add Linux MPTCP support with fallback to regular TCP

- Add NetworkOptions::set_mptcp() for opt-in Multipath TCP connections (Linux only)
- Implement automatic fallback to regular TCP when kernel reports MPTCP unavailable
- Add socket2 and libc dependencies for Linux MPTCP socket creation
- Include comprehensive tests for MPTCP functionality and fallback behavior
- Update documentation with MPTCP recipe and feature matrix entry
- Add integration tests verifying MPTCP negotiation and socket options
