refactor: migrate GET /api/wifi emitter to bb_serialize desc (B1-1057) (#970)

- replace bb_wifi_emit_section (bb_json_t emitter) with a static
  bb_serialize_desc_t (bb_wifi_http_info_wire_desc) + pure fill fn
  (bb_wifi_http_info_wire_fill), byte-identical to the emitter it
  replaces
- wifi_info_handler's live-read fallback now renders via
  bb_http_serialize_stream; the dormant bb_cache-hit path is untouched
  (no producer populates BB_TOPIC_WIFI today, so it never entangles)
- delete bb_wifi_emit_section; test_route_fidelity.c's h_wifi_info now
  drives the new fill fn + desc (the real production emitter, per
  B1-467's precedent)
- add byte-fidelity goldens (test_v2_golden.c) proven to catch a
  field-reorder regression
