chore: delete bb_response component (B1-1101, PR-6 of B1-1054) (#969)

bb_health was its last consumer and was decoupled from it in #968
(bb_health now assembles /api/health via bb_health_assemble_schema()
and the bb_health_section registry instead of bb_response). No
remaining live consumer references it, so this removes the component,
its host platform backend, its host tests, its capability.core entry,
and its components/README.md index row, plus prunes the now-stale
new_component fence baseline entry.
