refactor: fold mqtt /api/health section onto bb_mqtt_client, delete bb_mqtt_info (B1-1099) (#967)

- fold bb_mqtt_info's deleted bb_mqtt_register_health() producer onto the
  bb_health_section composer seam (B1-1096 PR-1 API): declares
  bb_mqtt_client_health_section_snap_t {enabled, connected} (deliberately
  separate from the richer 4-field bb_mqtt_client_health_snap_t per-instance
  snapshot, B1-1040), + bb_mqtt_client_health_section_desc/_fill, sourced
  from bb_mqtt_client_default()/bb_mqtt_client_is_connected()
- keeps the hand-authored schema_props fragment verbatim
- additive and inert: nothing renders the new table yet (B1-1054 PR-5
  cutover); the live handler and legacy bb_health_register_section API are
  untouched
- new marker takes no server=true / bb_http_handle_t param (mirrors
  bb_temp_autoregister_init, bb_diag_meminfo_register precedent)
- CMakeLists gains bb_health (public REQUIRES, since bb_mqtt_client.h now
  includes bb_health_section.h) and the new portable src file
- delete bb_mqtt_info outright: component, platform/{espidf,host} sources,
  its bbtool.toml capability.core entry, and its tests; components/README.md
  regenerated; new_component fence baseline shrunk (101 -> 100, shrink-only
  prune, no net-new marker)
- tests: fill fn (no-handle/present/disconnected/reconnect/null-dst),
  registration + autoregister-init into the new table, schema fragment, and
  structure byte-fidelity ({enabled, connected} shape) -- ported from
  bb_mqtt_info's deleted tests onto the new seam
