refactor: convert bb_temp health section to bb_health_section seam (B1-1098) (#966)

- replace bb_temp's legacy bb_health_register_section producer with the
  new bb_health_section_register seam (B1-1096 PR-1 API): declares
  bb_temp_health_desc (bb_serialize_desc_t) + bb_temp_health_fill
  (bb_health_fill_fn), soc_c as an F64 field omitted via a present
  predicate when the sensor reading is absent
- keeps the hand-authored schema_props fragment unchanged
- additive and inert: nothing renders the new table yet (B1-1054 PR-5
  cutover); do not touch the live handler or the legacy API
- drop bb_temp_emit_section/temp_section_get (legacy bb_json_t adapter),
  no longer needed
- fix pre-existing marker bug: drop server=true and the unused
  bb_http_handle_t param from bb_temp_autoregister_init -- registering a
  health section needs no bb_http_server dependency (bb_diag_meminfo_register
  precedent); CMakeLists REQUIRES drops bb_json/bb_http_server, adds
  bb_serialize
- tests: fill fn (absent/present/rounding/null-dst), registration into the
  new table, schema fragment, and structure/presence byte-fidelity
  (soc_c omitted vs present) -- float digit format is out of scope, per
  B1-1102's render-level flag
