feat(perf): curated ecosystem-repo timeline dataset builder (fsl#1965)

build_repo_timeline.cjs emits the seed dataset for the alluvial/Sankey
addendum (repos flowing in and out of the monorepo over time). The curated
layer is embedded as source of truth: which repos belong, their
maintainer-assigned category (kept VERBATIM and separate from any derived
colour, so it drives palette management downstream), maintainer asides, and
the supersession graph obsoletedBy — 6 edges of which resolve to jssm, the
consolidation inflow. Live repo metadata (visibility/archived/description)
is fetched from GitHub via gh at run time and joined in. Integrity checks
reject a repo in two categories or a dangling supersession target. 31 repos
across 8 categories; 7 unit tests. Output goes to perf_results alongside
the size archaeology.

Note: this is repo membership/role data, NOT npm size history — only jssm
and jssm-viz have per-file size archaeology (most of these repos never
published to npm).
