fix(heimdall): preserve empty tool-call content and document remote plugin builds

This fixes Heimdall native tool-calling providers so assistant tool-call
messages always serialize content: "" on follow-up rounds instead of
omitting the field, which could trigger second-turn 400s with OpenAI-
compatible and Ollama chat APIs.

Changes:

remove omitempty from Heimdall OpenAI and Ollama message wire content
add regression coverage for second-round tool-call request bodies
improve Heimdall plugin load errors for Go package-version mismatches
add plugin-heimdall-watcher-remote and NOLOCALLLM=1 build support
document remote-provider-only Heimdall plugin builds and Homebrew/plugin ABI constraints
