Fix CI: bump OTP for the Elixir 1.20.1 job away from a cover bug

The Elixir 1.20.1 / OTP 27.2 job was failing in bin/test's coverage
step with:

    (MatchError) no match of right hand side value: :error
        (tools 4.1.1) cover.erl:2158: :cover.do_compile_beam2/6
        ...
        (excoveralls 0.18.5) lib/excoveralls.ex:42: ExCoveralls.start/2

Reproduced locally across several OTP releases: the `tools` (cover)
application shipped with all OTP 27.x builds is 4.1.1, which crashes
under excoveralls' parallel :cover.compile_beam call. OTP 28.5 ships
tools 4.1.4 and OTP 29.0 ships tools 4.2.1 — both instrument and run
coverage cleanly. Bump the job's OTP to 29.0, which is also what's
been used to validate every change on this branch locally. Elixir
1.20 officially supports OTP 27-29, so this stays in range.
