Run VACUUM ANALYZE after `flexmeasures db upgrade` (with --no-vacuum opt-out) (#2333)

* feat(cli): run VACUUM ANALYZE after flexmeasures db upgrade

After schema migrations, Postgres' planner statistics can be stale,
leading to poor query plans until the next (auto)vacuum. Extend the
Flask-Migrate upgrade command with a --vacuum/--no-vacuum option
(default: on) that runs VACUUM ANALYZE right after upgrading.
Skipped in --sql (offline) mode.
