Add resolver annotation validation (#1344)

Add annotation_validation policies for custom resolver parameters and return values, defaulting to advisory warnings in OmegaConf 2.4. Validate resolved arguments before cache lookup and validate new or cached results without coercion, with strict primitive matching and clear cache diagnostics.

Support unions, shallow parameterized containers, runtime-checkable classes, callable objects, and functools.partial forward annotations. Preserve existing built-in resolver diagnostics and report warnings at caller locations.

Document the rollout and runtime container semantics, add the release fragment, and cover validation policies, interpolation forms, cache behavior, annotation variants, return values, and failure paths.
