chore: remove dead pub_sink machinery from di_legacy fence family (B1-1092) (#961)

bb_pub_sink_t/bb_pub_add_sink have zero occurrences under components/ or
platform/ and the committed baseline carries zero pub_sink entries -- the
scanner was dead code running on every fence invocation for nothing.

- remove _scan_pub_sink, _PUB_SINK_RE, _SRC_GLOBS (only pub_sink consumer)
- remove _PATH_INSENSITIVE_ID_TYPES and _component_of (existed only to
  serve pub_sink's path-insensitive identity); identity() now always
  returns (type, id)
- drop pub_sink tests from test_fence_di_legacy.py; keep a general
  identity() regression test
- update stale pub_sink references in bbtool README + fence docstrings

fence[di_legacy] marker count unchanged (29, 0 new) before and after,
confirming the removal is inert.
