A pants_lock binary. (Cherry-pick of #23530) (#23560)

This is a vastly simplified version of the flock(1) Linux binary 
(which alas is not available on macOS, or we would simply use it).

It takes a file descriptor inherited from its parent process and blocks
until it can acquire a fcntl lock.

This PR consists of:

1. The plumbing for building the binary, embedding it in the pants
    dist and extracting it for execution.
2. The pants_lock functionality.
3. Tests for the above.

A follow up change will use this binary in the uv integration.
