refactor: migrate factory-reset ingress off bb_json onto bb_data_apply (B1-859) (#956)

- POST /api/diag/factory-reset now drives a "factory_reset" bb_data
  binding (BB_DATA_APPLY_POST) instead of hand-rolled bb_json parsing;
  the exact-match confirm check + destructive erase/RTC-invalidate move
  into the binding's apply() hook, keeping bb_data_apply() HTTP-agnostic
  (Fork-3 posture from the B1-1022 wifi cutover) while response shaping
  and the deferred reboot stay in the route.
- extend the existing host test file to bind the production hooks via a
  new test-only bb_storage_http_factory_reset_bind_for_test(), and add
  coverage for the gather stub (unreachable via the route's own
  POST-only wiring) by driving the same key through bb_data_apply()
  directly in PATCH mode.
