test(monorepo): reconcile bundle externals against declared deps; guard publish-order coverage

Two prevention guards from the final review, closing the class the ajv and
viz-peer-dep gaps belonged to. The boundary spec now reads each published
package's real package.json and asserts every bundle external is a node
builtin, the package itself, or declared in dependencies ∪
optionalDependencies ∪ peerDependencies — an undeclared runtime external
now fails CI instead of shipping a broken install (proven non-vacuous:
removing viz's lit peer makes it fail naming lit). publish_workspaces'
resolvePackages now asserts PUBLISH_ORDER covers every dynamically-resolved
workspace, so a future packages/* member can't be silently skipped at
publish while makever/verify_version_bump already track it. (fsl#1969,
plan final review)
