docs(readme): add the v6 package-family section to README source

README_base.md gains a 'Package family' section: the four lockstep
packages (jssm core, jssm-viz, jssm-fence, jssm-cli), what each is for,
and that 6.0.0 slims the core by retiring the embedded subpaths in favor
of them. Source only; README.md regenerates from this via make_readme in
a clean build. (fsl#1969, plan task 7)
