feat: register diag sections in floor (storage/nvs, storage/partitions, meminfo, system) (#944)

migrate floor off the old bb_data-bound diag.meminfo/diag.system exact
routes onto the bb_diag section registry (bb_diag_sections_init() +
bb_diag_register_section()), and wire in the storage/nvs +
storage/partitions inventory sections that previously had no call
site. Raises CONFIG_BB_HTTP_TASK_STACK_SIZE to 16384 as an interim
scaffold for the dispatcher's ~7.5KB worst-case stack frame.
