feat: bb_diag storage/nvs + storage/partitions inventory sections (#943)

Adds two host-tested bb_diag sections for the storage-inventory cluster
(B1-767 PR9): GET /api/diag/storage/nvs (live NVS entries merged with the
bb_settings schema overlay, system-namespace flagging) and GET
/api/diag/storage/partitions (bb_partition rows via PR8's U64-safe wire
type). Registration is additive-only -- nothing wires these sections yet;
floor composition and on-device stack-headroom validation are deferred to
PR11/12.

- raises CONFIG_BB_DIAG_SECTION_SCRATCH_BYTES default 512->1536 and bridges
  the previously-hardcoded render buffer to a new
  CONFIG_BB_DIAG_SECTION_RENDER_BUF_BYTES (B1-1076 fix), both sized to fit
  the new sections' snapshots (1336B / 1176B)
