refactor: derive bb_settings NVS overlay from bb_config schema, drop bb_manifest creds registration (#941)

Adds bb_settings_nv_overlay_entries(), a pure read-only projection over
the existing bb_config_field_t literals (wifi_ssid/wifi_pass/provisioned),
and deletes the hand-duplicated s_creds_boot_manifest_keys[] table plus
bb_settings_creds_boot_manifest_init() -- the first bb_manifest caller
removed. addr/key/max_len values are untouched (NVS byte-compat); only
previously-unset metadata (provisioning_only/reboot_required) was filled
in to match the deleted manifest table's scope exactly.
