feat: bb_partition bb_serialize row descriptor (#940)

Add a bb_serialize element descriptor (bb_partition_row_fields[]) for
one bb_partition_info_t row, so a later diag section can embed
bb_partition_list()'s output as a nested ARR-of-OBJ. Widens
offset/size to uint64_t in a new bb_partition_row_wire_t mirror
(bb_serialize_walk()'s BB_TYPE_U64 case always reads a fixed 8 bytes,
which would overread bb_partition_info_t's 4-byte offset/size members
otherwise -- same fixed-width constraint bb_meminfo_heap_snap_t
already solves the same way). Purely additive: bb_partition_routes.c's
existing /api/diag/partitions handler is untouched.
