feat(time_off): add v1.1 policy endpoints (include manual/unlimited types)

v1's list/assign employee policies endpoints silently exclude manual
and unlimited (non-accruing) policy types from their response; v1.1 is
the same endpoint otherwise but includes them. Adds
get_employee_policies_v1_1/2 and assign_employee_policies_v1_1/3 rather
than changing the existing v1 functions' behavior.
