feat(datasets): add BambooHR.Datasets resource module

Covers the current, non-deprecated Datasets API: list_datasets,
get_dataset_fields, get_field_options, and get_dataset_data. These live
under v1_2 (catalog/field discovery) and v2 (data querying) instead of
v1, now reachable via Client's new api_version opt. This is the true
replacement for ad-hoc reporting that Reports' moduledoc previously
flagged as out of scope.
