feat: request-scoped render params (bb_serialize_query_t + bb_data render config struct) (#936)

- add bb_serialize_query_t/bb_serialize_query_param_t (in bb_serialize,
  not bb_data, so a filtered producer can depend on bb_serialize alone),
  a neutral HTTP-agnostic query-param carrier plus bb_serialize_query_get()
  lookup helper (clamped to BB_SERIALIZE_QUERY_MAX_PARAMS against an
  over-large caller-supplied count)
- replace positional bb_data_render() with a config struct
  (bb_data_render_req_t) carrying an optional request-scoped
  bb_serialize_query_t
- gather hooks now receive bb_data_gather_args_t (ctx + query) instead
  of a bare ctx pointer, keeping the render path reentrant/lock-free
- update floor_diag_render(), the 3 floor gather shims, the
  bb_data_http espidf render_fn adapter, and the ota_check test gather
  adapter for the new signatures
- extend bb_serialize/bb_data host tests for the query carrier
  (including the over-capacity clamp), query-forwarding behavior, and
  the render config struct; existing tests adjusted mechanically
