fix(benchmarks): correct just variable-override ordering so bench-matrix works

just only treats name=value as a variable override when it precedes the
recipe name; placed after, it is parsed as another recipe and fails with
'justfile does not contain recipe `target=...`'. The bench-matrix recipe
invoked its children with the trailing order (just bench-up target=$t ...),
so the matrix aborted immediately. Reorder those internal calls to
assignments-first, and correct every trailing-order example across the
justfile header, README, sdk docs, HARNESS-SPEC, per-language TODOs, and the
bench source-file 'Run:' comments so they no longer mislead.
